              Material relates to case of David Reynolds (DR) who believed he was entitled to vote but was not on register. Voting age had been lowered to 18 and draft register was published in Dec 1972. DR sent in correction and was told he would appear on new register on 15 April 1973. However, DR wanted to vote in local elections in 28th Feb 1973 and claimed he had constitutional right to vote. Unclear whether case was successful.
