In 1978 the Council of Ministers of the European Communities decided to launch, for an experimental period of 5 years, the FAST (Forecasting and Assessment in the Field of Science and Technology) research programme, which was set up in early 1979. The main objective was to help define long-term Research and Development (R&D) objectives and priorities and thus to promote the development of a consistent R&D policy. The programme was tasked with highlighting the possibilities, problems and potential conflicts that were liable to affect the Community’s long-term development and to propose alternative courses for R&D policy to help solve these problems or help render concrete these possibilities. The programme was administered by the Directorate-General for Research, Science and Education, and the FAST team was setup in 1979, comprising of 6 researchers.

In November 1981, Mary Robinson is invited to join the Irish EEC/FAST Advisory Committee and accepted. Material, including correspondence and reports, is arranged chronologically across five files.
